Diving Supervisor - UAE

PRIMARY PURPOSE OF THE JOB:

To provide, with full responsibility and accountability, diving management and inspection services to the Corporation for MAJOR PROJECTS specifically for RAS LAFFAN PORT EXPANSION PROJECT during the construction stage, ensuring that breakwaters and revetments are built in compliance with relevant Contractual specifications requirements, AFC drawings, and project quality requirements.

SUMMARY OF MAJOR DUTIES AND RESPONSIBILITIES:

a) Responsible in the safe implementation and completion of the diving inspection services program.
b) Ensures safe and proper diving operations in accordance with QP/RLC Diving Regulations.
c) Ensures that all diving plant and equipment being utilized are tested/calibrated, well maintained, and meeting all regulatory requirements.
d) Ensures that dive communication recordings, VIDEO films, are of acceptable quality.
e) Fully conversant with all the procedures for emergency and diving operations.
f) Ensures that Divers have access to QP/RLC Diving Regulations and other related Safety and Operation Manuals.
g) Ensures that all Divers are qualified and in possession of valid certificates of medical fitness, first aid, classification, etc.
h) Monitors the performance of his Divers and encourages safe working practices.
i) Briefs the Diver(s) before each dive.
j) Maintains a Diving Operation Logbook and ensures it's signed off on a daily basis.
k) Ensures that the daily entries in the Diver's Log Book are correct and countersigned those that he supervised.
l) Maintains accurate personal Log Book, and legible records throughout his shift.
m) Liaises with the Lead Construction Supervisor and reports any concerns such as defective equipment and unsafe diving operation.
n) Liaises with construction Contractors, Subcontractors and vessel crew as appropriate.
o) Ensures that he is not go for diving activities.
p) Provides assistance in the review of Contractor final report (if required) and attends de-briefing session.
q) Obtains guidance from Lead Construction Supervisor if there's any doubt for the implementation of the diving program.
r) Prepare Reports and make presentations to the management, if required on the findings of the survey an action, if any initiated with the Contractor in case of non-complying observations.

PARTICULAR REQUIREMENTS OF THE JOB

Qualifications:
1. B. Sc. graduate in Marine Engineering or Civil Engineering with knowledge in marine civil construction and inspection.
2. Holder of a Class III Diver Certificate.
3. Must possess a valid Diving First Aid qualification.
4. Ability to prepare a written report on each dive.
5. Must possess a valid Diving Medical Certificate.
6. Possess a current logbook that he has been maintained from previous works.
7. Familiar with the Work Scope, any special procedures and equipment to be used for the diving operation and with all aspects of the system and equipment pertaining to his involvement.
8. Able to analyze and capable of recommending the integrity and the quality of the structure being inspected as per Contract requirements.
9. Understands the signs of structure damage and deterioration.Experience:Must have at least 12 years experience project management and 5 years in the field of under water inspection of rock works and concrete elements of breakwater/revetment. Proficiency in use of under water photography apparatus, good spoken English/technical commentary, and technical competency is essential.

Mental Demands:

Proficiency is required in the use of the English language, which should approach native speaker standard.

Independence:

Operates within the framework of established company policies and diving regulations. 

Contacts:

Frequent contacts internally, with Senior QA/QC Engineer and with Lead Construction Supervisor, to discuss nonconformities found during diving inspection, to inform the effective implementation of the diving program and other concerns. Regular contacts with Breakwater Construction Supervisors, to get instructions and technical advises before each diving work. Regular contacts with the Divers to brief them before each dive. Contacts, if necessary, with Project Manager to obtain his guidance if he is in doubt of the diving program safely implementation.
